April 9, 2012 Town Board and Town Board Closed
TOWN OF LYONS
MINUTES OF REGULAR MEETING
APRIL 9, 2012
Meeting opened at 7:00pm. Present were chairman Joy Bartelson, supervisors Doug Day and Bill Henningfield, treasurer Geri Henningfield and clerk Karla Hill. 14 area residents and guests were in attendance. Bartelson led pledge of allegiance.
Motion by Henningfield to approve minutes of March 12th regular meeting and March 27th special meeting, seconded by Day, Carried.
Motion by Henningfield to approve the March treasurers report, seconded by Bartelson, Carried.
Motion by Day to approve paying bills for the month of March, seconded by Henningfield, Carried.
Motion by Bartelson to approve Lyons Lions Club temporary gathering license for June 2nd-3rd B-Days, seconded by Day, Carried.
Correspondence-Clerk referred to a letter received that morning from Michael Dubois, Sanitary II, claiming notice of Country Estates Sanitary default on contract. Clerk asked if the board would want further discussion of this notice. Town board agreed that a meeting should be arranged of both district boards, town board, and town board attorney.
Request by Brian Wanasek as attorney for Ruth Vorpagel Trust to vacate parts of Rose, West, Brook, Hudson, and Commercial Streets in Springfield. As none of the board members objected, motion by Day for Mr. Wanasek to continue with the process necessary to vacate the streets, seconded by Bartelson, Carried.
Chapter 1 Section 1.60 (copy attached) would be added to the Town of Lyons Ordinances to change elected officer terms to begin on the third Tuesday of April. Ordinance would take effect upon posting and publication. Motion made by Henningfield to adopt Chapter 1, Section 1.60 to the Town of Lyons Ordinances, seconded by Day, Carried.
Motion by Henningfield to appoint Dave Held as weed commissioner, seconded by Day, carried.
There was some discussion for and against moving accounts out of Talmer Bank. Motion by Bartelson for treasurer to gather proposals from other local banks for the Town’s business, seconded by Day, Carried.
Motion by Henningfield to sign Walworth County Emergency Management Statement of Intent to Participate in Hazard Mitigation Planning Process, thus preserving rights to certain grant funds, seconded by Day, carried.
$100 fee to access Wisconsin Towns Association online training seminars was discussed. Not sure the subject matters would be relevant to Town of Lyons, and program could be accessed in the future.
Old Business:
Another bid received from Pody Electric for security cameras in Riverview Park. Option of looking into school internet for camera was discussed. Motion by Day to table, seconded by Henningfield, Carried.
No word on Spring Prairie Fire Contract.
Ordinance Enforcer-none.
Building Inspector-none.
Fire Department-Dave Rex said the FD needed a check for $15,000 for the deposit on the chassis of the new ambulance. Clerk will make check to Arrow tonight. Mike Swanson mentioned that Spring Prairie should end up contributing to the cost of the ambulance if the contract is signed.
Highway Department-Held wanted to make sure we were on track for the Sheridan Springs bridge grant. Clerk had spoken to DOT recently.
Walworth County Sheriff-none.
Motion by Bartelson to adjourn to closed session pursuant to SS 19.85(1)g at 8:15pm, seconded by Henningfield, Carried.
Town board conferred with legal council, Ben Brantmeier, and town assessor, Paul Mauel in regards to mitigation and trial developments on case of Powell (representing Timber Ridge owners) vs Town of Lyons.
Motion by Bartelson to reconvene to open session at 10:00pm, seconded by Day, Carried.
Motion to adjourn at 10:00pm by Day, seconded by Bartelson, Carried.
