TOWN OF LYONS
MINUTES OF REGULAR MEETING
May 14, 2012
Meeting opened at 7:00pm. Present were chairman Joy Bartelson, supervisors Doug Day and Bill Henningfield, treasurer Geri Henningfield and clerk Karla Hill. 12 area residents and guests were in attendance. Bartelson led pledge of allegiance.
Motion by Henningfield to approve minutes of April 9 regular meeting and May 7th special meeting, seconded by Day, Carried.
Motion by Day to approve the April treasurers report, seconded by Henningfield, Carried.
Motion by Henningfield to approve paying bills for the month of April, seconded by Day, Carried.
Motion by Bartelson to approve 3 bartender licenses, seconded by Day, Carried.
Motion by Henningfield to approve special gathering license for St. Joseph Parish chicken barbeque on June 3rd, seconded by Day, Carried.
Correspondence-none.
Don Henningfield was on hand to discuss further modifications to Spring Prairie Fire Contract. Clerk will discuss with town attorney, possibly both attorneys at next meeting. Motion by Bartelson to adjourn contract approval until next month, seconded by Day, Carried.
Cindy has asked that we wait until all grant numbers are finalized before moving forward with CECA storm shelter administrative contract. Motion by Bartelson to table approval of contract until next month, seconded by Day, Carried.
Contract for engineering fees of $22,500 for this year’s road projects, including Walburg Road and Thomsen Road, was presented by Town Engineer. Motion by Bartelson to approve contract with Baxter & Woodman, seconded by Henningfield, Carried.
Motion by Day that any Fire Department members without W-4 on file with the clerk will not be entitled to payments or reimbursements for expenses, seconded by Bartelson, Carried.
Old Business:
Several bids for installing video surveillance in the park were discussed. Also, discussed electric in food stand, which will be fixed prior to B-Days, and lighting improvements. Motion by Bartelson to table lighting improvements pending active bids, seconded by Day, Carried.

Building Inspector-none.
Fire Department-none.
Highway Department-none.
Walworth County Sheriff-none.
Motion by Bartelson to adjourn to closed session pursuant to SS 19.85(1)g at 7:40pm, seconded by Day, Carried.
Town board conferred with legal council, Ben Brantmeier, in regards to mitigation and trial developments on case of Powell (representing Timber Ridge owners) vs Town of Lyons.
Motion by Bartelson to reconvene to open session at 9:23pm, seconded by Henningfield, Carried.
Motion to adjourn open session at 9:23pm by Day, seconded by Henningfield, Carried.
