CESD Monthly Meeting – May 16, 2012
Present: Doug Day (President); Robert Phillips (Secretary); Jim Miller (Treasurer) and Cindy Ganka (Superintendent).
Residents: Joe Krezinski
Doug Day called the meeting to order at 9:00 a.m. and led the meeting in the Pledge of Allegiance.
Roll Call – Doug Day, James Miller, Bob Phillips and Cindy Ganka are all in attendance.
Jim Miller made a motion to approve the Treasury Report for the month of April – 2012 as written, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to approve the bills paid in the month of April – 2012 as written, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to approve the minutes from the April 16th and 18th meetings as written, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to approve the USDA payment requisition #22 to pay Hogen Electric a total of $57,120 for the purchase, installation and training for the new generator at the lift station, Bob Phillips seconded the motion, motion carried unanimously.
Commissioners reviewed the bids from CumminsNPower for maintenance on the generators at the water plant and the lift station. Jim Miller made a motion to approve the maintenance bid on the water plant generator for $585.00 per year for the next three years, Bob Phillips seconded the motion, motion carried unanimously. Jim Miller made a motion to approve the maintenance bid on the lift station generator for $406.00 per year for the next three years, Bob Phillips seconded the motion, motion carried unanimously.
The Commissioners reviewed the transaction summary of usage from 1/04/02 – 4/25/12 for a residential customer who complained that her usage was too high and they also reviewed the inspection form from Brusewitz dated October 5, 2006. They saw that the usage went down after the toilet flapper was replaced in 2006 by Brusewitz bringing the usage back down to 2 units a month. Now it is 6 years later and her usage is starting to increase on a monthly basis they thought possibly she could have another plumbing problem. They also discussed that residents do not understand how the water usage it billed. The meter picks up the units (one unit = 1,000 gallons). A resident might have used 1,987 gallons prior to the meter reading but were not billed for the second unit and then the additional 13 gallons in the first part of the next billing cycle where they are billed for that second unit plus whatever additional units they use in that month. Jim Miller made a motion to have Cindy Ganka respond in a letter mailed out certified mail, Bob Phillips seconded the motion, motion carried unanimously.
Commissioners discussed the possibility of allowing another watering allowance. The previous year was to keep the grass seed moist for the USDA project. The Commissioners have been through the park and the lawns look pretty good. Residents should utilize the rain barrels due to the high utility cost. Commissioners suggested possibly contacting John from Brusewitz to see if he would be interested in passing out another flyer for a discounted home inspection. Jim Miller made a motion to deny the watering allowance, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to table the review, discussion and possible approval taken regarding the payment requisition for the final payout on the Lyons WWTP upgrade, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to draft a letter to the USDA requesting an extension on our grant/loan project due to the delay of the payment disbursement from Lyons District No. 2 and copy Lyons by certified mail, Bob Phillips seconded the motion, motion carried unanimously.
Office Correspondence: Jim Miller made a motion to approve the bid from Municipal Well & Pump for a total of $33,600.30 which includes the purchase of a new motor, inspection and re-installation of all parts, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to adjourn the meeting, Bob Phillips seconded the motion, motion carried unanimously.
