April 14, 2008 MINUTES OF REGULAR MEETING
TOWN OF LYONS
MINUTES OF REGULAR MEETING
DATED APRIL 14, 2008
Meeting opened at 7:00pm. Present were Chairman William Mangold, Supervisors Bill Henningfield and Jim
Shimeck, Treasurer Judith Mangold and Clerk Karla Hill. Also present were approximately 27 area residents
and guests. Notice of meeting read by Chairman Mangold. Pledge of Allegiance led by Mangold. Motion by
Shimeck to approve minutes of March 10th regular and April 8th special meeting, seconded by Henningfield,
Carried. Motion to approve March treasurer’s report made by Henningfield, seconded by Shimeck, Carried.
Motion to approve paying of March bills made by Shimeck, seconded by Henningfield, Carried.
Liquor Licenses: None
Correspondence: Thomas bus will be exchanging student passengers in the town hall parking lot during
Springvalley road closing. Computer Round-Up will be Friday may 2nd. Public hearing for sewer sanitary
facility will be April 16th at 7:00pm.
Truck bids from Truck Country, Lakeside Trucks, and Otter Sales & Service were opened. Bids were per
attached summary. Bids will be awarded on April 16th, 2008 at 6:45pm.
Motion by Henningfield to let bids for 2008 Road Improvements to be opened on May 7th at 7:15pm and
awarded on May 12th at 7:00pm, seconded by Shimeck, Carried.
Motion by Shimeck to solicit for engineers for the Springvalley Road bridge project, seconded by Henningfield,
Carried.
Motion by Chairman Mangold to appoint Rick Barr as Lyons Sanitary District II commissioner to complete a 6-
year term which started May 1st, 2007 and continues to April 30th, 2013, seconded by Shimeck, Carried. Noted
that Town Board received a letter from Timm Henney stating he was not seeking reappointment.
Motion by Chairman Mangold to appoint Jim Miller as commissioner of Country Estates Sanitary District to
complete a 6-year term starting May 1st, 2007 and continues to April 30th, 2013, seconded by Henningfield,
Carried.
Motion by Shimeck to approve new MABAS agreements with Walworth County, seconded by Henningfield,
Carried.
Black Bull Fireworks request a permit to sell fireworks at Lake Geneva Country Meats on Hwy 50. Shimeck
explained that the Town of Lyons has traditionally denied this type of permit for reasons of safety and well
being of the community. Motion by Henningfield to deny request to sell fireworks, seconded by Shimeck,
Carried.
Elizabeth Lyons updated the Town Board on the progress and goals of the Nippersink Trail bicycle path project.
There was discussion among the board members and the public. Elizabeth has received resolution of support
from all other communities involved and is seeking a resolution of support from the Town of Lyons. She also
hoped to have a Town of Lyons representative on the committee. Motion by
Shimeck to deny bike trail resolution of support, seconded by Henningfield, Carried.
