CESD Monthly Meeting – April 18, 2012
Present: Doug Day (President); Robert Phillips (Secretary); Jim Miller (Treasurer); Pat Prahl (Operator-CESD) and Cindy Ganka (Superintendent).
Residents: Joe Krezinski.
Doug Day called the meeting to order at 8:00 a.m. and led the meeting in the Pledge of Allegiance.
Roll Call – Doug Day, James Miller, Bob Phillips and Cindy Ganka are all in attendance.
Jim Miller made a motion to approve the Treasury Report for the month of March – 2012 as written, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to approve the bills paid in the month of March – 2012 as written, Bob Phillips seconded the motion, motion carried unanimously.
Jim Miller made a motion to approve the minutes from the March 21, 2012 meeting as written, Bob Phillips seconded the motion, motion carried unanimously.
There was a discussion between the Commissioners and the Operator, Pat Prahl, regarding the pros and cons to purchasing and owning an OdaLog for testing for hydrogen sulfide. Cindy Ganka stated that this is not an item that could be covered under the USDA grant since it is not built in the U.S. - it would not meet the requirements of the “Build America” clause in our contract with the USDA. There was further discussion regarding the finances of the sewer district and whether or not this piece of equipment could possibly help to save the district some money.
Jim Miller made a motion not to purchase an OdaLog at this time, Bob Phillips seconded the motion, motion carried unanimously.
The Commissioners reviewed the bid from Crispell Snyder to locate and mark the force main from the lift station to the railroad trail at a total of $1,500. It was discussed that this would be necessary in order to properly maintain the force main as well as make sure that it was marked appropriately just in case that land should ever be developed.
Jim Miller made a motion to approve the bid from Crispell Snyder to locate and mark the force main from the lift station to the DNR trail at the cost of $1,500, Bob Phillips seconded the motion, motion carried unanimously.
Cindy Ganka stated that she had included a possible USDA payment requisition on the agenda just in case the invoice for the new generator work was received and needed to be processed for payment. However, she did not receive that invoice yet so it will have to wait until the next meeting.
Jim Miller made a motion to table the possible USDA payment requisition until the next meeting, Bob Phillips seconded the motion.
Jim Miller made a motion to table, once again, the final payment disbursement for the Lyons WWTP Upgrade until the next meeting, Bob Phillips seconded the motion, motion carried unanimously.
Office Correspondence – There was a discussion regarding upgrading the computer for the water/sewer systems. The emachine is starting to slow down a little bit but since the records need to be kept for a minimum of seven years there is quite a lot of data stored in this little system. It would be more efficient to upgrade that way it would not take so long for the system to complete its updates. Doug mentioned that for approximately $600 to $900 we could get a much better tower with 1 trig bite of storage and a wireless mouse.
Jim Miller made a motion to approve the purchase of a new computer system not to exceed $1,000 for the main office, Bob Phillips seconded the motion, motion carried unanimously.
There was discussion regarding the roof at the water plant has started to leak. The Commissioners asked Cindy to please acquire some bids to be reviewed to repair the leaking roof at the water plant.
Jim Miller made a motion to adjourn the meeting, Bob Phillips seconded the motion, motion carried unanimously.
