October 8, 2007 MINUTES OF REGULAR MEETING
TOWN OF LYONS
MINUTES OF REGULAR MEETING
DATED OCTOBER 8, 2007
Meeting opened at 7:00pm. Present were Chairman William Mangold, Supervisors Bill Henningfield and Jim
Shimeck, Treasurer Judith Mangold and Clerk Karla Hill. Also present were approximately 29 area residents
and guests. Notice of regular and closed meeting read by Chairman Mangold. Pledge of Allegiance led by
Mangold. Motion by Shimeck to approve minutes of September meeting, seconded by Henningfield, Carried.
Motion to approve September treasurer’s report made by Henningfield, seconded by Shimeck, Carried. Motion
to approve paying of bills for the month of September made by Shimeck, seconded by Henningfield, Carried.
Liquor Licenses: Motion by Shimeck to approve four operator licenses, seconded by Henningfield, Carried.
Correspondence: Clerk read correspondence from Lake Geneva YMCA requesting budgeted contribution and
City of Rochester notifying of boundary agreements in progress with Village and Town of Rochester.
Town board passed on Terry Schilling proposal to provide plat review services. Town will continue with
Baxter & Woodman’s services in that area.
Doug Snyder reported he hasn’t corresponded with sanitary districts since August. Timm Henney says the
engineers have been meeting on technical terms. Engineer, Brandon, says he thinks that is going well and they
are 99% in agreement. Shimeck asked if sanitary district budgets were complete. Doug Snyder asked if he
could discontinue services at this time. Board asked if they could solve by December 1st, Henney thought that
was possible.
Suggested date for public hearing on Land Division Ordinance November 12, 2007. Public should watch for
notices to confirm a date.
Motion by Shimeck to approve Resolution 07-22 with changes discussed which consist of will in place of may
and may in place of would, seconded by Henningfield, Carried.
Discussed moving Trick or Treat to 3-5pm so bonfire would take place after dark.
Building Inspector-None
Fire Department- Would like to meet with Town Board prior to general budget workshop. Fire Department
6:00pm, general budgeting 6:30pm on October 16th, 2007.
Plan Commission- Plan Commission meetings for November & December will be at 7:00pm. Members will
evaluate new time and decide on time for 2008 at December meeting.
Sheriff Report- Call report.
Mangold reminded everyone that fire department will put out fires if burning leaves on town roads, and
residents will be billed for services. Call and report if you see leaf burning on town roads.
Question by Koons as to legality of closed meeting.
Motion by Shimeck to adjourn at 8:35pm, seconded by Henningfield, Carried.
