CESD Monthly Meeting – February 15, 2012

Present:  Doug Day (President); Robert Phillips (Secretary); Jim
Miller (Treasurer) and Cindy Ganka (Superintendent).

Residents:  No residents in attendance.

Doug Day called the meeting to order at 9:00 a.m. and led the meeting
in the Pledge of Allegiance.

Roll Call – Doug Day, James Miller, Bob Phillips and Cindy Ganka are
all in attendance.

Jim Miller made a motion to approve the Treasury Report for the month
of January – 2012 as written, Bob Phillips seconded the motion,
motion carried unanimously.

Jim Miller made a motion to approve the bills paid in the month of
January – 2012 as written, Bob Phillips seconded the motion, motion
carried unanimously.

Jim Miller made a motion to approve the minutes from the January 18,
2012 meeting as written, Bob Phillips seconded the motion, motion
carried unanimously.

The Commissioners reviewed the letter emailed to the CESD Attorney,
Mark Schroeder, on February 6, 2012 from Lyons District No. 2
Attorney, Michael Dubis stating that within 45 days of its acceptance
of this proposal, CESD shall purchase a portable sampling and metering
unit as well as any and all equipment necessary for its safe operation
and use and shall make any and all modifications to the existing
manhole necessary for the portable sampling and metering unit to be
used with it.  There were additional stipulations in this letter that
were reviewed by the Commissioners of CESD (letter is attached). 
After review of this letter and its contents – Jim Miller made a
motion that after taking into consideration the counter proposal
offered by Lyons Sanitary District No. 2 he would like to motion to
deny the proposal, Robert Phillips seconded the motion, motion carried
unanimously.

After the Commissioners of CESD reviewed the estimate to have Well no.
5 pumps pulled, inspected and reinstalled at the cost of $9,180.00 and
if there were any necessary repairs it could cost as much as
$24,059.00 to repair and reinstall.  Jim Miller made a motion to seek
out more bids for the well and pump inspection, Robert Phillips
seconded the motion, motion carried unanimously.

Jim Miller made a motion to table the Water Well Solutions bid until
the Commission had some other bids to compare the estimate with,
Robert Phillips seconded the motion, motion carried unanimously.

The Commissioners reviewed the cost of replacing the 12 year old meter
reader with a new 5502 Handheld which includes the charging stand, GPS
receiver & bracket, Sensus command link which also includes training
for new equipment and autoread software for the price of $8,967.50. 
It was discussed that the current meter reader’s battery system was
not staying charged, since the reader is no longer made, there is no
way of purchasing a new battery for this reader.  The Commission
really has no other choice but to purchase a new meter reader since it
is equipment needed to complete the monthly billing.  Jim Miller made
a motion to purchase the new 5502 Handheld for the price of $8,967.50
from HD Supply, Robert Phillips seconded the motion, motion
unanimously carried.

Jim Miller made a motion to move to closed session per Section 19.85,
par. (1), sub ©, considering employment, promotion, compensation or
performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, Robert
Phillips seconded the motion, motion carried unanimously.

Jim Miller made a motion to reconvene to open session at 9:36 a.m.,
Robert Phillips seconded the motion, motion carried unanimously.

Jim Miller made a motion to approve the motions made in closed
session, Robert Phillips seconded the motion, motion carried
unanimously.

Jim Miller made a motion to table the review, discussion, possible
approval and action taken regarding possible payment requisition
towards Lyons WWTP, Robert Phillips seconded the motion, motion
carried unanimously.

Jim Miller made a motion to adjourn the meeting, Robert Phillips
seconded the motion, motion carried unanimously.

Meeting adjourned at 9:30 a.m.
